Embargo etiquette rests entirely on a shared understanding between the organisation setting the embargo terms and the journalists actually receiving material under it, where both sides genuinely honour an agreement that exists to benefit everyone involved rather than to give either single party unilateral control over the final timing of publication.
Setting genuinely clear, unambiguous embargo terms, including the exact date and precise time it actually lifts, and confirming that every single recipient understands and agrees to those specific terms, prevents the kind of confusion that can eventually lead to an embargo being broken entirely unintentionally rather than deliberately by a careless recipient.
Etiquette also extends naturally to how an organisation treats journalists who choose not to accept embargoed terms at all. Respecting that particular choice, rather than penalising a journalist for declining an embargo outright, preserves the genuinely voluntary, trust based nature of the whole arrangement that makes embargoes function reliably at all.
